JavaScript and PHP in a CMS

I've just finished to read this article which gave me some interesting insights. I then noticed that there's no CMS on the wild that offers the capability of creating and editing a JavaScript file within its interface. Both Textpattern and Wordpress have a feature by which you can edit your CSS files. That's fine, but what about JavaScript? It would be great if we could create our custom JavaScript file directly on our CMS editor. Given that most CMS integrate some third-party JavaScript libraries (jQuery, Prototype and the like), this might be a feasible alternative. Of course there should be some restrictions for people who are not the main administrators of the web site, but still.
